James Frost (1820-1908) was born at Ballymorris, Cratloe, Co. Clare. He was a gifted scholar and linguist and served as High Sheriff for the county in 1879. He was elected Fellow of the Royal Irish Academy and served two terms as vice-president of the Royal Society of Antiquaries.

The History and Topography of the County of Clare was published in 1893 and provides a history, albeit disjointed, of Clare, up to 1700. One of its main strengths is the reproduction of a large amount of invaluable source material. It is still considered the primary history of County Clare.
